Another woman killed by her husband in Ilam, masked under the label of “Personal Disputes”

On Sunday, June 22, 2025, Mahboubeh Delavari, a 42-year-old schoolteacher from
Abdanan, a town in Ilam province—was brutally murdered by her husband, who struck
her on the head with a hard object. According to Mehr News Agency, the perpetrator
remained at the scene and voluntarily turned himself in to the police. In initial
interrogations, he cited “personal disputes” as the motive for the killing.
Colonel Heydarizad, head of the Ilam police department, confirmed that the victim’s
body was transferred to the forensic medical office following judicial coordination, and
that the case is under investigation.
The frequent use of vague terms like “personal disputes” by media outlets and
authorities to describe the killing of women by their spouses obscures the reality of
gender-based violence. Such framing minimizes the structural power imbalances of
patriarchy and dismisses the failure of institutions meant to protect women.
In many of these murders, victims have previously endured domestic abuse. However,
the published report makes no mention of whether Mahboubeh had a history of violence
at home, if she had sought help from social services, or what kind of support was
available to her. The absence of safe shelters, laws that protect women from violence,
public education on gender equality, and swift institutional responses continue to create
the conditions for such femicides.

 Immediate, transparent, and public investigation of this case by law enforcement
and the judiciary
 Disclosure of the victim’s full identity to engage public support
 Clear and specific legal provisions criminalizing severe gender-based violence

 Creation of a national database for unidentified victims of violence
 Immediate passage of a comprehensive law protecting women from violence
 Training for judges, police, and media on the nature of gender-based violence
 Establishment of safe houses for women at risk
